    KIB-TEK electricity rose 22% this year. A Kyrenia builder explains why North Cyprus villas are so expensive to cool — and which fixes actually pay back.

    Look at your last KIB-TEK bill, then look at the one from this time last year. The difference is not your imagination.

    On 1 June 2026, KIB-TEK raised electricity tariffs by 22% across the board. The utility's own explanation was that no adjustment had been made in 14 months while fuel prices rose more than 60%, the cost-of-living index climbed 38% and the exchange rate moved over 18%. For a household on the standard flat-rate tariff, the middle band (251–500 kWh) went from 9.9115 TL to 12.092 TL per kWh. The heavy-use band — over 1,000 kWh, which is exactly where a four-bedroom villa with three or four air conditioning units lands in August — went from 13.8069 TL to 16.8444 TL per kWh, roughly €0.32.

    That is the bill. The reason behind the bill is the building.

    Cyprus cools harder than anywhere else in Europe

    This is not a feeling, it is a measurement. In 2024, Cyprus recorded the highest share in the EU of household final energy used for space cooling: 16%. Malta came second at 15%. Greece was 7.4%, Spain 2.5%, Italy 2.3%. Across the EU as a whole, household cooling energy has doubled since 2018.

    Alongside that, survey work on energy poverty in Cyprus found roughly half of respondents spending more than 10% of their net monthly income on space cooling in summer, and almost 30% of the population describing themselves as thermally uncomfortable in summer — in homes that have air conditioning.

    Which tells you something important. People here are not failing to run their air conditioning. They are running it constantly, paying a great deal for it, and still not comfortable. That is a building envelope problem, not an appliance problem.

    Why the typical villa loses the fight

    Walk through most properties in Kyrenia, Alsancak, Lapta, Esentepe or the newer İskele developments and you find broadly the same construction: a reinforced concrete frame with block infill, rendered inside and out, sitting under a flat concrete roof. It is a sound, appropriate way to build in this climate. It is also, without deliberate detailing, an extremely efficient heat collector.

    The roof is the single biggest gain. A flat concrete roof in September takes 324 hours of sunshine a month in Kyrenia and surface temperatures far above the 32°C air temperature. Concrete has high thermal mass — it absorbs that heat all day and then releases it downward into the bedrooms through the evening, which is precisely why the upstairs of so many villas is still uncomfortable at 11pm with the air conditioning running. Research modelling on single-family buildings in Cyprus has shown reductions of up to 35% in summer primary energy consumption from treating the roof properly.

    The concrete frame is a thermal bridge. Columns and ring beams pass straight through the insulation line — where insulation exists at all. Even a well-insulated wall panel is undermined by an uninsulated 30cm column every few metres. In winter these same columns are the cold surfaces where condensation and black mould appear first.

    The glazing is usually the weak point nobody budgets for. Large sliding doors onto the terrace are the whole point of a Mediterranean villa. Single-glazed or poorly sealed units on a west elevation will admit more heat in a single afternoon than the walls do all day.

    Shading is treated as decoration. It is not. An external pergola, louvre or deep reveal that stops the sun reaching the glass does more than any curtain, because once solar radiation is through the glass the heat is already inside.

    What actually pays back — in order

    Every homeowner asks the same question: where does the money go first? Based on how these buildings behave, the honest order is this.

    1. Roof insulation and a reflective finish. Highest impact, lowest disruption, no need to move out. Insulation board laid above the slab with a correctly detailed waterproof membrane over it, finished in a UV-stable reflective coating. Done properly it addresses cooling load and winter waterproofing in the same visit — and in this climate you should never open up a roof for one without checking the other.

    2. Shading on the south and west elevations. A well-built pergola or fixed louvre system over the worst glazing is a fraction of the cost of re-glazing and often delivers more felt comfort.

    3. Air conditioning that is correctly sized and correctly installed. We see a great deal of equipment that is perfectly good and performing badly: units oversized so they short-cycle and never dehumidify, refrigerant pipe runs far longer than the manufacturer allows, condensers mounted in full afternoon sun against a hot wall with no clearance, and condensate lines run with no fall. The same unit, installed properly and positioned sensibly, quietly uses less electricity for a cooler room.

    4. Glazing upgrades. Genuinely effective, genuinely expensive. Worth doing on the elevations that hurt, rather than all at once.

    5. External wall insulation. The most complete answer, and the right moment for it is when the façade is being repaired or rendered anyway — the scaffold and the preparation are already paid for.

    And solar? Read the rules before you read the brochure

    Solar is an obvious thought at these tariffs, and it can work here. But North Cyprus has its own conditions, and they matter.

    A grid-connected system requires permission from KIB-TEK, a certified inverter and a bi-directional meter, and there are limits on how much you may export. Approvals are not automatic. Fewer than 2,500 grid-connected systems are reported as operating in the north, which tells its own story about how straightforward the process is. Typical residential sizing runs 4–6 kW, with turnkey costs reported in the region of €6,300 for 4 kW and around €8–9,000 for 5–6 kW. Grid-tied payback has been reported as short as 2–3 years; a fully autonomous battery system is a different proposition entirely, with a 10–15 year payback and batteries needing replacement every 8–10 years. Panels also lose roughly 0.5–1% of output per year.

    None of that is a reason not to install solar. It is a reason to get the permissions, the roof structure and the waterproofing detail confirmed before anybody quotes you a payback figure — and to insulate the roof first, so you are not spending €8,000 generating electricity to fight a heat gain you could have removed.

    A September checklist

    September is the right month for this work. The house is empty of guests, the weather is still dry, and the winter rain has not yet arrived.

    • Stand in the upstairs rooms at 10pm. If they are still warm with the air conditioning on, your roof is the problem.
    • Check every condenser unit — clearance, shade, filter condition, pipe run length.
    • Check your last three bills against the KIB-TEK bands. If you are consistently in the 1,000+ kWh band, envelope work will pay back faster than anything else.
    • Look at which windows the afternoon sun hits directly, and whether anything outside is stopping it.
    • If you are planning façade or roof repairs before the rains, ask for insulation to be priced in the same scope. Doing it twice costs twice.

    Small decisions made now, before the scaffold goes up, are what separate a villa that is comfortable for the next twenty summers from one that simply has a bigger bill.
